A c with a circle around it signifies a COPYRIGHT. The 1935 date is preceded by a c with a circle around it which is the date the US Government issued the copyright to KEM for their Spade Emblem. The design on the back of the cards is one that was made for sales to casinos. The ones that were never used are sometimes sold. They are usually altered in appearance such as a cut corners, etc. so that they will never be used again in a casino. This deck has no cut corners. See pictures.
